You forgot quite a few, even if you were going for the longer running ones or most active: Grizedale, Zemlya, Derevnya, Gallifrey,Westerfall, Potato Valley, there's more. You can /t list to see them all.

Mirlaz seems nice but really it's full of gangs and drug pushers. The owner, ninja is actually like the don of the morals mafia which is how she got to run the town. She has this underground "subway system" which is really just an underground trail ninja's accomplices use as quick getaways.
