Title: Feature request jail permission

I have a suggestion for a feature already existing in the server :

Change the permissions so that the Assistants in the town can do /t toggle jail [number] [name]
because now the only one able to jail is the mayor, and he/she can't be always online so jail is useless 90% of the time.

To jail people that can't be punished by the server rules by commiting crimes insidfe the town borders e.x. Griefing inside plots(some people claim a plot and destroy the previous house and let it be blank or just go around claiming random plots and this gives the assistants and me more work, stealing or killing a fellow townmember inside the territory or outside it, being disrespectful against town staff, being annoying,...

Town jail is pretty useful, before this feature there was only 1 system : kick people from town when they broke town rules, with the jail you can give members a second chance or if it is needed (when they grief like a lot,and I know this can be prevented by claiming all plots and changing all perms, but some plots are needed to have build/destroy perm on to kill mobs, you can still kick from the town. )

Not sure if It's my place to have a say but, I was recently in a conflict about this, here are a few things to consider: What if they escape? Which is really easy. Do you just spam them back in to jail? Do you kill them? Do you kick them from the town Immediately? All of these outcomes are abusing town privileges. So how is it possible to get around this? Town jail is a good idea but there's a lot of things to consider.

If jail can be TPed out of, i'd assume making a jail that continually damages them like an eternal hell.
