Why do you think it should be allowed:
Rei's Minimap was allowed, the 1.7.2 version (http://sentinelcraft.net/forum/index.php?topic=54.0). The Fairplay edition has the same options, and only allows a minimap (surface only), full screen map, and a webbrowser map (which is basically Dynmap, without seeing the players/etc). Also it has waypoints. Only these things work in multiplayer.
To download it, people do need to click on +3 more, and select the fairplay one, else they download the unlimited one.

JourneyMap FairPlay Edition is for players who belong to multiplayer servers with stricter rules. Cave mapping (including Nether and End dimensions) is disabled in multiplayer. All types of radar (mobs, animals, players) are also disabled in multiplayer mode. This edition is for players who want to make use of JourneyMap but avoid anything that could be construed as cheating. All features still work in single player.

Looks good, I hope it gets accepted. tried to search the "FairPlay" version but I cant find the download.

Under files, there is besides the file name +3 more. Click that to find the download for it. All functions work in single player, you need to join a server to see all the blocked getting disabled.
