Name of Plugin: Grappling Hook
Plugin version: 1.5.8.1
Minecraft version compatibility: 1.9/1.10
Link (click here) (https://www.spigotmc.org/resources/grappling-hook.22854/)
Brief description on what it does and adds:
It allows players to change a fishing rod into a grappling hook. The Grappling hook can be used to pull players to a certain block, climb certain area's, etc. It can still hook a mob or player.
You can disable certain features with the permissions. I do not know if it works well with MCMMO (Shake from fishing). That would require testing.
This plugin can be used in a few events. It could even be used for a racing event, or some of our other idea's we rather not reveal right now.

Pretty sure this is one of the things in Slimefun *cough*
-
Slimefun takes away vanilla, and makes it the same as modded, but with more room needed. This only adds a grappling hook.
-
However, it doesn't stop people who want to play vanilla from doing so... But yeah, this is... all alone, for lack of a better term.
-
Still if someone plays Vanilla and others decide to use SlimeFun which includes some items that make your life much easier it would be unfair.
-
I agree with carrot on this one.
Any client side mod or server mod that requires a different client or a client mod could become "unfair" for those players who use the vanilla client.
Mods that are purely server side would benefit all players.

I'm pretty sure that it's all server-sided. I didn't have to download anything to play on a server that had it. When I said people could still play vanilla, I meant they could just not do anything in the SF stuff, I guess.
*cough* Let's not discuss Slimefun on a different plugin's topic.

Well thats on them if they want to play 100% vanilla, since the plugin is available to literally everyone (Except if the plugin is only available to +sm then yeah, ill agree with ya) having those "Unfair" advantages doesnt matter. since it was gained through hard work (seriously, i've played SF and its literally more annoying because you have to get those materials and this)

Miho is right. Take your discussion to the appropriate topic.
