Title: mob grieving at wrong level

I was told that mob grieving should happen under sea level (y=63), however, in the server it only happened at y=56 or below. Should it be like this or not?

They can't grief in claimed area. The system only sees it as claimed when the owner builds under the sea level in the claimed area.

it doesnt matter, its still not gonna grief above y=56
