I need a large grass area set up across the entire ocean landscape for project Welthauptstadt

about project Welthauptstadt: the project in which the goal is to build a large scale city called world capital.

An "entire landscape ocean" is, according to him, 100x100 area to cover an ocean. After calculating the price, I got 16$. Please tell us anything if you want to continue with this request.
