Title: Hostile Mob spawning in Fedguardia?

Managed to find a Zombie villager in Fedguardia. It spawned inside a hill so i can't tell if it has spawnable conditions. Just wondering if this is a fluke, or if something else happened. (It's inside the marble wall at x:-60 y:74 z:130)

It was from the time worldguard died for a bit, so it's fixed now.
