Why do you think it should be allowed: Mod Menu (Fabric) is a purely visual mod that allows the user to view the list of mods they currently have installed. It also allows players to change the settings of some of their mods if they support it.
This mod would provide no unfair advantage, because it has no effect on gameplay whatsoever. Mod Menu (Fabric) only lists what mods a player already has installed. It would be helpful because it would allow players to edit the settings of some mods we allow without restarting minecraft.
