Why do you think it should be allowed: It doesn't give an unfair advantage over other players, and it's used to build different structures, such as redstone and buildings.

Schematica has not been updated since 1.12, so your mod request is invalid. I suggest you take a look at the currently allowed mods and you may find one you want to use there.

You can use litematica, it is allowed and is updated quite frequently
