It depends on the world where you are. Are you fishing in Horizon? Otherwise claimblocks do not accumulate.

Not sure if it's an issue or not (was suggested I report it here), but claim blocks do not accumulate if a person is fishing in one spot (standing still and rotating, like I do in a coral reef).
