Sorry but you have griefed massively and we think, after griefing 4 or 5 different locations, you should know that what you were doing was wrong. Appeal denied.

He might have changed. But since this has happened multiple times and he has shown no inclination to change we are not going to take the risk.
There comes a point where giving people who deliberately and knowingly break the rules do not deserve a fourth chance. How woukd that make the members of the community who have scrupulously adhered to the rules feel?
