Can I invite a YouTuber on the server if I weather they will record or not but I would like to know if that's ok first

Why cant I answer ur question? The Answer is already on the forum.
Its a public server u can invite everyone, np.
If he/she record without permission he/she get warned and so not banned. But u can tell him not to record before having permission....

Like hvjoeri said. Everyone is welcomed to join, doesn't matter what their status outside the server is. But he is not to record not without permission from Fedgar, migas or rich.
