Name of the mod: Minihud
Url about it:
https://minecraft.curseforge.com/projects/minihudWhy do you think it should be allowed: Minihud is a purely visual mod that condenses information found in the f3 debug screen. Rather than show extraneous info (Java and Minecraft version, display resolution, etc.), it can be customized to show only the information you wish. This includes only information already found in the f3 debug screen, such as light level, XYZ coordinates, current biome, etc.
This mod would provide no unfair advantage, because it is only highlighting debug information that is already accessible. The mod does have a feature that allows viewing slime chunks, but it requires the user to manually run the /seed command, making this essentially disabled.
Although the mod is currently still being tested for 1.13 Forge, the creator intends to port it to any newer versions of Minecraft, which is why permission to use it would be nice. The mod also requires library files from the creator, here is a link to those.
