The last two of him griefing were where I had flattened land for the town, but it wasn't in the town claim so I'm not sure it counts.

Any grief is against the rules. I reported him using /grief though I don't think the grief itself is exactly big but every inconvenience slows people down is a pain in the butt.

You have it backwards lol, if it is within the town borders, there are permissions and commands to stop that, but if it is out of the town borders, then if definitely counts and should be reported.
