Is there any way the Mayor can transfer his Mayorship to me even being banned?

No there is not, the only way you will get it if he is inactive for a month.

There is an alternative way to get the mayor role, you can instead request mayorship transfer from a senior admin+

This can only be done once the player goes inactive from towny. Or if the player themselves explicitly tell us that they allow us to transfer. People who are banned can appeal and eventually return.

We are just as busy if not more since we are also actual functionning adults. Has no time yet whines to our admin on her DM.
