As a person who is both wholly dedicated to developing in the Towny world and has collected a fair amount of personal claim blocks that have never ever been used I would propose allowing for the conversion of personal claims into town claims. Maybe for fairness or something, it can be weighted -maybe the conversion gets worse the bigger the more claims you already have.
This feature will probably be limited to the town Mayor and Co-Mayor, with basic town member personal claims not being a factor.
I don't think that there is much to fear from the rapid expansion that might be caused by this feature as the cost of raising taxes should deter any foolish rapid expansion.
Don't really have any big ideas on it other than this initial starting premise at this moment.
