You're safe.

When you connect to a website that starts with https, you're connecting over a secured connection.  Part of this security requires a certificate from a trusted third party.  The concept of a trusted third party can be imagined to be something like this:

Someone has some information for you, but you don't recognize them.  How do you know they are who they say they are?  If you get someone you trust, maybe a friend of yours, to verify this person's identity, then you can trust them!

The site's certificate appears to have been issued by "StartCom Ltd. Class 1".  Your computer has been told to trust this entity.  The problem is that the certificate was issued on October 7th of last year, and was only valid for a year, so it has expired.

Now, StartCom is known for their offerings of free SSL certificates.  You can check it out at www.startssl.com.  Notice that their "Class 1" certificates are free for one year.

It's highly likely that the people at Minecraft IP List have simply forgotten to renew it, and will do so shortly.  As long as they don't, everyone with a properly functioning browser will see extremely scary warnings upon attempting to access their website.

For now, you can just wait, or continue at your own risk.  Although that risk is likely zero, as the connection to the site is still secure, just not verified by StartCom Ltd.  Also, this only affects your connections to Minecraft IP List specifically, so unless you're voting with your bank information*, you're good.

If by some chance you saw something like this when visiting your bank, you should absolutely be more cautious.
